Hitler's refusal to provide the Eastern
front
troops with special winter uniforms (assuming victory by then), forced
many of them to face the winter of
1941/42 without adapted clothing.
As this certificate shows, they often relied on civilian
pieces that were collected by Winterhilfwerke and similar organisations
to be send from
Germany to the front.
According to an order signed by Hitler on 21.12.1943 also equipment
such as ski's and shoes were to be collected in vast numbers and
reissued to front troops.

This example was given to a lady in Nuremberg and bears her adress in pencil in the right upper corner aswell as a NSDAP stamp on the back.
